Feebas is likely to be a sticking point for most people. The ragged-looking little fish is very rare outside of events, and plenty of people that missed those events might be awfully short on the candy required to evolve it. If you're trying to manage that with the little fish as your buddy, that's going to take you a minimum of kilometers, minus whatever you got from catching it to begin with.
That's a whole lot to ask out of anyone, and would likely mean you'd be working on this thing for months if you're not using rare candy or other bonuses. Luckily, this is likely to get a whole lot easier very soon, but you'll need to capitalize on an upcoming event to get past this step with ease.
