I edit and review Word documents that include pictures. In versions of Word previous to when deleting a picture using track changes there would be a strikethrough across the middle of the picture.

If the picture were replaced then the new one would be underlined. We are not receiving the strikethrough effect with Word If I turn on the balloons Always, then the deleted picture appears in a balloon, but we prefer not to use balloons at all.
